Shanxi Provincial Party Committee Deputy Secretary and Governor Jin Xiangjun Inspects SANY Shuozhou Photovoltaic Vertical Integration Project

On March 27th, Jin Xiangjun, Deputy Secretary of the Shanxi Provincial Party Committee and Governor, conducted an on-site office visit in Shuozhou to advance project construction and personally inspected the progress of the SANY Shuozhou Photovoltaic Vertical Integration Project.

On the same day, the Shanxi Provincial Key Project Scheduling Meeting was held in Shuozhou. Jin Xiangjun, Deputy Secretary of the Shanxi Provincial Party Committee and Governor, attended and delivered a speech. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping on Shanxi's work, carry out the deployments of the National Two Sessions and the work arrangements of the Provincial Party Committee, and make every effort to unblock bottlenecks, solve problems, optimize services, strengthen guarantees, continuously accelerate project construction progress, expand profitable investments, further consolidate and strengthen the upward trend of economic recovery, accelerate the cultivation of new-quality productivity, and provide a solid guarantee for solidly advancing the Chinese-style modernization practice in Shanxi. Jin Xiangjun pointed out that to sustain the momentum of project construction and expand profitable investments, we must first firmly establish a correct view of political achievements, comprehensively implement the new development concept in a complete and accurate manner, firmly grasp the primary task of high-quality development, adhere to a problem-oriented approach, focus on key indicators, and promote investment that is of quality, profitable, and sustainable growth, continuously shaping new advantages in transformation and development. Second, we must solidly advance the construction of major projects, strengthen overall planning and scheduling, make good use of the "Four-Comprehensive Work Method", and promote the resumption of construction of projects that should be resumed, accelerate the construction and investment of projects that have already commenced, and ensure that completed projects are put into operation and achieve results as soon as possible. Third, we must optimize the investment structure, focus on accelerating the formation of new-quality productivity to advance industrial project construction, make concerted efforts to improve manufacturing project construction, investment in the energy sector, and a new round of large-scale equipment upgrades, leverage pivotal projects to promote infrastructure construction such as transportation, water conservancy, and new infrastructure, and promote the construction of livelihood projects such as agriculture, rural revitalization, education, healthcare, and ecological restoration and governance with the goal of enhancing people's well-being, while also doing a good job in the planning and construction of affordable housing, dual-use projects for peace and emergency situations, urban village reconstruction, and guaranteed delivery of residential buildings. Fourth, we must stimulate the vitality of private investment, fully implement national and Shanxi provincial policies and measures to streamline administration, delegate powers, facilitate market access, and obtain essential factors to promote the growth and development of the private economy, resolutely eliminate hidden barriers and obstacles to development, improve the long-term mechanism for promoting projects to private enterprises, establish diversified private capital investment models, deepen the special action to address the issues of "two denials and one arrearage", implement regular enterprise services, and effectively address the concerns of private investors. Fifth, we must implement precise policies to strengthen scheduling, make good use of the closed-loop management methodology of "Four Precisions and Four Accounts", advance project construction by ensuring progress in ten-day increments to secure monthly, quarterly, and annual targets, strengthen the guarantees for essential factors such as funds, land, energy evaluation, and environmental impact assessment, collaborate to resolve project difficulties and issues, implement the "strict, rigorous, in-depth, meticulous, and solid" requirements, strengthen accountability for work safety, create high-quality and honest projects, and go all out to win the crucial battle of project construction, providing strong support for the province's economy to achieve effective qualitative improvement and reasonable quantitative growth.

At the meeting, the Provincial Key Project Office reported on the construction of provincial-level key projects, and Datong, Shuozhou, and Yangquan made statements of intent. Relevant provincial departments also reported on the resolution of project bottlenecks.

During his stay in Shuozhou, Jin Xiangjun conducted on-site office visits to advance project construction, personally inspected the SANY Shuozhou Photovoltaic Vertical Integration Project, the Shuozhou East Railway Station Project of the Datong-Jiayuguan-Taiyuan High-Speed Railway, and the 400,000-tonne annual calcined kaolin project. He also visited the Shuozhou Economic Development Zone to understand the progress of fixed asset investment, development zone construction, and the promotion of standardized factory buildings.
